Flintshire & Denbighshire County Councils purchased the PROACTIS E-Sourcing / E-Tendering application in order to automate and simplify their Supplier Relationship Management (SRM), Sourcing (Quotations & Tendering) and Contract Management activities.
A further reason for implementing the PROACTIS E-Souring / E-Tendering solution is that it will become a mandatory requirement for all Public Sector bodies from 2016 to have such a solution in place.
This project was a joint collaboration between both Flintshire and Denbighshire County Councils. The Procurement Team from both councils merged in July 2014 and therefore it made sense to implement the project in this way. This in itself created more challenges and doubled the amount of people to roll out the system to. All suppliers (9,000 across both councils) needed to be on-boarded on the PROACTIS Supplier Portal in order for the project to realise the numerous benefits the project would bring. It was agreed at the Project Board that all current / live Contracts would be brought into the Contract Management module as this would add tremendous benefits. It was agreed that once all users had been trained that using the system would be mandatory, especially as this would be EU law by 2016.
The system was very functionally rich and as such the training course created was a 2 day course. The total number of 'heavy' procurement users was approx. 100 from both councils.
At the time of writing, the project is about to be rolled out across both Councils - training and roll out will commence in October 2015.
